Our development philosophy targets upper-income renters in major metropolitan markets. By developing Class A and B communities with leading-edge amenities, we provide residents an unmatched residential environment, investors with above-industry-average returns and the local community with a quality development that will endure over time. White-Conlee is extremely environmentally conscious and always makes every effort to preserve the native aspects of our development sites. White-Conlee has traditionally been a builder with flexible development structures. Developments are financed with traditional bank debt combined with a joint venture partner — normally a large institution, individual or landowner. In addition to joint venture structures, White-Conlee finances many projects through forward commitments from highly rated insurance companies. Our experienced management team, combined with above-industry-average yields, allows White-Conlee to access equity and debt from the largest and most sophisticated sources in the industry.

 

Design Build Services:

White-Conlee's’ Design-Construct is a “turn-key” solution that provides our clients with new apartment communities at wholesale prices. Our vertically integrated organizational structure allows us to effectively manage every aspect of development and construction for our clients, who in turn acquire new apartments designed with their own ideas and preferences for location and unit mix. Given the extreme competition for quality assets as a result of mass marketing efforts by the national brokerage companies, Design-Construct communities are one of the best ways for investors to acquire communities offering higher yields.

 

General contracting:

General Contracting is a pillar of White-Conlee's business. Chief Construction Officer Tom Conlee leads a skilled, professional and highly experienced team of project managers, superintendents, assistants and bookkeepers who take a “hands on” approach and totally immerse themselves in every project. While most contractors focus solely on construction economics, White-Conlee's dual role as contractor and developer provides us and our clients with a distinct, competitive advantage, as we think in terms of total project economics from start to finish.

 

Value Add Investments:

White-Conlee actively seeks multifamily value-add investments by purchasing assets with deferred maintenance in superior locations. We achieve our value by renovating and repositioning the asset. Value-add investments must have a substantial construction component for us to achieve a competitive advantage on the market. While no rehab is beyond our construction capabilities, superior location is critical to obtain value through renovation and very few properties actually have a location that justifies a heavy renovation. White-Conlee purchases value-add investments only with joint venture partners, with a 1 to 5 year investment period.

John White - Principal

John White is responsible for development and acquisition activities in Texas. His primary duties are to source and negotiate the purchase of multifamily sites, manage the development process and acquire existing communities for rehabilitation. In addition to his primary duties, he is actively involved in establishing relationships with debt and equity providers and sourcing new general contracting opportunities. Mr. White possesses more than 37 years of experience in multifamily development and construction. Prior to forming White Conlee, he was a founding partner, President and Chief Construction Officer of the Duke Companies. Under his leadership, the Duke Companies built 12,000 units and ranked as the 7th largest multifamily builder in the nation in 1983 according to Professional Builder Magazine. To date, Mr. White has approximately 20,000 apartment units to his credit. Mr. White holds a Doctorate of Jurisprudence from St. Mary’s School of Law in San Antonio, Texas and is licensed to practice law in the State of Texas. Mr. White also holds a Bachelor of Arts degree from the University of North Texas in Denton, Texas. Mr. White’s experience combined with his unique education affords him the ability to handle the most complex issues in the industry.

 

 

 

Kevin White - Project Manager

Kevin is a project manager for White-Conlee. He also works with field and office personnel to develop and implement a comprehensive safety plan. His focus on Fair Housing Design, ADA, swimming pool and environmental standards strengthens White-Conlee’s leadership in governmental compliance. His extensive Public Service and Emergency Medical background offers a unique perspective to everyday safety challenges for construction workers and future residents.

 

Matt Greenwalt - General Superintendent

Matt oversees all field personnel and manages the quality of all building phases for every property. He has been in the construction industry for more than 30 years since his first apprentice electrician position. His involvement in the successful completion of thousands of units throughout Texas and Louisiana allows him the uncanny ability to face any challenge in the field.

 

Thomas W. Conlee - Principal & Chief Construction Officer  

Tom Conlee is in charge of all construction operations for White Conlee Builders. He is a hands on, detail oriented and analytical construction manager. He is involved in every aspect of preliminary construction services, construction and post construction services. In addition to his operational responsibilities, Mr. Conlee is responsible for sourcing new general contracting opportunities. Mr. Conlee earned his Bachelor of Science Degree in Building Construction from Texas A&M University, he possesses more than 30 years of experience in multifamily construction. Mr. Conlee has been involved in the development and construction of approximately 20,000 units. Prior to forming White Conlee Builders, he was Chief Estimator / Purchasing Agent for the Duke Companies. Mr. Conlee has been active in the construction industry since he was 15 years old when he began framing houses and duplexes. He welded and set cabinets in college in order to pay his expenses. His education, experience and commitment to excellence have earned him recognition as one of the premier multifamily construction executives in the Texas markets.

 

Matt Conlee - Project Manager

Matt Conlee is responsible for coordinating and managing  development and construction.  On the development side of the company his responsibilities include hiring, coordinating and managing design consultants. On the the construction side his responsibilities include estimating, purchasing and contracting for White-Conlee and 3rd Parties. Matt earned a B.S. in Construction Science from Texas A&M University. 

 

 

Elaine Fisher - Executive Assistant/ Office Manager

Elaine has worked with John White and Tom Conlee for twenty-seven years. In her position, Elaine manages the office, all closings and administrative tasks, as well as Development bookkeeping
